History of the Governor's Sustainable Washington Advisory Panel In late 2002, Governor Gary Locke convened the Governor's Sustainable Washington Advisory Panel. He charged the Panel with developing an Action Plan to move Washington State toward a sustainable future. The Panel, composed of representatives from government, business, environmental groups, universities, tribes, churches, and non-profits, met for five months. The result of their work is a strategic plan called "A New Path Forward: Action Plan for a Sustainable Washington," released in February 2003. Although the Panel's had met the Governor's charge, members recognized that achieving the goals outlined in the Action Plan would require concerted action now. In March 2003, the group decided to continue meeting and to focus on achieving momentum and progress toward several recommendations in the Action Plan. They formed four work groups to tackle this challenge: Innovation Institute, Communications, Measuring Progress, and State Strategies.
