North Beacon Hill: 2005 Follow Up Survey

The first ComNETsm surveys were conducted in the spring and summer of 2004 in four Seattle neighborhoods: Greenwood-Phinney Ridge, Capitol Hill, North Beacon Hill and the International District. There were a total of 1159 incidents recorded from these initial surveys. In May 2005, Sustainable Seattle conducted four “follow-up” surveys, in which volunteers surveyed the same routes as in the 2004 surveys, but rather than collect new conditions, this survey checked whether the original conditions still existed. If the surveyors did not find the original conditions, the incidents were recorded as “resolved." Of the 1159 incidents recorded in 2004, 386 were found to be “resolved” by the time of the follow up survey.

As seen in the map, the majority of the resolved issues happened within 4 locations.  These locations were at major intersections on the routes and at 2 of these 4 locations new buildings were under construction or remodeled.  The three most frequently collected incidents in North Beacon Hill were weeds, trip hazards (which were collected an equal amount of times) and litter.  North Beacon Hill was the neighborhood which had the largest amount of resolved incidents out of the top ten incidents collected across all neighborhoods.

Out of the ten incidents, four of the conditions are above 50% resolved, alcoholic beverage containers (100%), ponding (96%), other (60%) and graffiti (60%).  Ponding, however, could have appeared resolved due to lack of rain during the follow-up survey rather than repair of uneven pavement which is linked to ponding. Likewise, alcoholic beverage containers may not be in the precise location found during the 2004 but there may still be a problem in the neighborhood.

 By Agency

There were 12 agencies with various jurisdictions throughout the neighborhood.  4 of the 12 agencies had resolved above 50% of the issues they were affiliated with.

The Top Three Agencies:

  • SDOT (Seattle Department of Transportation) was affiliated with 111 of the incidents collected in North Beacon Hill.  SDOT is affiliated with incidents such as problems on trees and tree pits, street and parking signs, trip hazards on sidewalks, roadways, parking meters and crosswalks. Out of all of the incidents collected under SDOT's jurisdiction, 41% were resolved by 2005.
  • Property Owners and SDOT shared jurisdiction over 59 of the incidents collected. The problems affiliated jointly with SDOT and Property Owners were sidewalk cracks, damaged pavers and weeds or vegetation obstructing the sidewalks. Of the 59 incidents under SDOT's and the property owner's jurisdiction, 14% were resolved by 2005.
  • Lastly, SPU (Seattle Public Utilities) and Property Owners shared jurisdiction over 27 of the incidents collected during the 2004 street level survey. The problems jointly affiliated with SPU and property owner's were litter on sidewalks and graffiti on dumpsters and buildings.  Out of the 27 incidents collected under the joint jurisdiction of property owners and SPU 30% of them were resolved by 2005.
